Summary
Many players are a little confused about the Energy Exchanger's purpose, due to the name of its unlock technology: Interstellar Power Transmission makes it sound like it can beam energy across solar systems.
In reality, think of this building and mechanic in terms of Rechargeable Batteries. For the purpose of this explanation, we will call an Accumulator a "Battery".
In one location, you set up an Energy Exchanger in Charge mode. You feed it Empty Batteries to recharge them from the main grid, and it gives you Full Batteries.
You can then either store the Full Batteries for later, or transport them to an Energy Exchanger on another grid. Put that Energy Exchanger into Discharge mode, feed it a Full Batteries, and it will discharge them into the other grid, powering whatever is connected to that grid. When drained, you get an Empty Battery back, which you can return to the charging station.
Replace "Battery" with "Accumulator" in the above description, and you've got a good grasp of how this system works.

Player Tips & Tricks
Has great Potential to Transport a lot of Energy between Planets and Starsystems. Harvest Energy on high Solar and Wind Planets, Charge Accumulator and transport them to Planets with little Solar and Wind Yield, Discharge them. The need of Accumulators in Cycle is relatively high, be prepared to have enough for rotation.
