Every tile on the planet must be covered with Foundation (the Foundation does not need to be visible). Constructing the Foundation with decorative paneling makes it much easier to see where it has already been placed.
This is possibly a reference to the Death Star from the Star Wars movie series.

Repeatedly slingshot around a stellar object by gaining speed as you approach, then warping away and turning around. Build up speed until you reach 3000 m/s. Requires several Space Warpers and plenty of fuel.

Black holes and neutron stars are obvious candidates for this achievement, but any stellar object works.
